BREATHE works in three connected ways. Research builds the evidence, advocacy takes it to decision-makers, and public engagement brings communities with us.

Research & monitoring

Tracking tobacco industry interference under Article 5.3 of the WHO Framework Convention on Tobacco Control, independent economic analysis to test official revenue and smuggling claims, and data on smoking and enforcement.

Policy briefs and position papers for Parliament and ministries, and a standing, evidence-based voice whenever tax, trade or licensing rules are debated.

Partnership in helping people quit, coalition-building with health and community organisations, and clear public communication grounded in evidence.

How we work

Four principles behind every paper

Evidence first

We draw on legislation, official data, parliamentary records and international evidence reviews. Figures from news or debate are labelled as indicative, and we update our analysis when official data are published.

Independent

BREATHE accepts no funding from the tobacco or nicotine industry or its affiliates, and applies Article 5.3 to its own conduct as well as to government's.

Constructive

We set out options and practical proposals, and we say clearly when government gets things right, as our first brief does on nicotine replacement therapy.
