BREATHE is an independent civil-society organisation that researches, analyses and advocates for stronger tobacco and nicotine control policy in the Maldives.
A civil voice for tobacco control
Twenty years of tobacco legislation in the Maldives have advanced faster than enforcement, monitoring or independent oversight. This statement sets out the evidence, and why BREATHE was founded as an independent civil-society voice for tobacco and nicotine control.

Strong laws. Weak follow-through.
The Maldives has legislated faster and further on tobacco than almost any country. The evidence shows the law alone has not been enough.

Price is policy
The July 2026 cigarette duty cut treats a smuggling problem as a tax problem. BREATHE recommends restoring tobacco taxes in announced stages, backed by an enforcement package that targets the illicit supply chain.
The policies that matter most
No tobacco money. No conflicts of interest.
In line with Article 5.3 of the WHO Framework Convention on Tobacco Control, BREATHE accepts no funding from the tobacco or nicotine industry or its affiliates.
